Facts

In April 2005, the Law Society received a complaint from the financial controller of a former corporate client of Mr. Tsang alleging that Mr. Tsang failed to account for a $1,000 retainer.

The Law Society wrote to Mr. Tsang on four separate occasions regarding the complaint but Mr. Tsang did not reply.

Admission

Pursuant to Law Society Rule 4-21, Mr. Tsang admitted to the Discipline Committee that his failure to respond to the letters was contrary to Chapter 13, Rule 3 of the Professional Conduct Handbook and was professional misconduct.

Mr. Tsang also admitted to the Discipline Committee that his failure to account to his client for the retainer was contrary to Rule 3-48 of the Law Society Rules and was professional misconduct.
